Challenge: Reimagining a Congested and Neglected Artery
Blue Hill Avenue, historically plagued by congestion, transit delays, and safety risks, needed a radical transformation. Crucially, the City of Boston’s Transportation Department recognized the need to restore the community’s trust after years of disinvestment and broken promises from the urban planning process.

Cortico and Grayscale Collaborative stepped in with a solution: a series of ‘Real Talk’ conversations. These small-group, recorded dialogues were designed to empower the voices of local residents, particularly those uncomfortable in larger public forums, encouraging them to envision a new future for Blue Hill Avenue and share personal stories shaping their perspectives.

The ‘Real Talk’ conversations captured over 170 community members’ experiences. These conversations, analyzed with Cortico’s digital tools, enabled the transformation of qualitative data into actionable insights. Crucially, participants were invited to sensemaking workshops to validate emerging themes, ensuring their voices were not only heard but actively shaped the analysis. The process emphasized championing local expertise, shared planning power, and building long-term relationships with the community.

The announcement of a $44 million investment to transform Blue Hill Avenue marks the successful culmination of an extensive community engagement effort. This plan is founded on three pivotal components: comprehensive community feedback gathered through the years-long, block-by-block engagement process; alignment with the City’s broader strategic goals of vibrancy, resiliency, equity, and inclusivity; and detailed technical analyses on aspects like parking, traffic flow, and alternative design scenarios.
